You will lead sovereign engagements — sitting with ministries to draft national and sector AI strategies, design the regulator that gives them force, and build the roadmap that makes them real. This is the rarest skill set on this list: policy drafting at ministerial register, in two languages.
What you will do
- Co-draft national and sector AI strategy documents with ministry counterparts, in Arabic and English
- Design the mandate, structure and operating model of the regulatory authority
- Adapt ethics and accountability charters to local legal and cultural context — not translated boilerplate
- Build phased implementation roadmaps with measurable, publishable targets
- Prepare ministerial briefing material to secure political endorsement and inter-agency alignment
- Advise on monitoring and evaluation, so the strategy survives past its launch
Essential
- Experience advising government on policy or regulatory design — ideally digital, data or AI policy
- Drafting ability at official register in both Arabic and English. This will be tested with a short written exercise; it is the single hardest requirement to substitute
- Understanding of how a national strategy actually gets adopted — not only how one is written
- Credibility and composure with senior government stakeholders
Strong advantage
- Named or acknowledged involvement in a published national AI, data or digital strategy
- Experience with development finance institutions or donor-funded programmes
- Background inside a national regulator, standards body or ministry
- Postgraduate qualification in public policy, law or regulation

Engagements are led by a principal with direct client ownership — no pyramid, no leverage model, no junior team writing the deliverable. You will be in the room with the client from scoping to handover, and your name will be on the work.
