Which states have published a national AI strategy, which have named an authority to enforce it, and which have an implementation programme beneath the vision. Every entry cites its primary source.
A published strategy is the easy part. The columns that predict delivery are the named authority and the implementation programme: a vision with neither behind it rarely produces measurable change. Coverage is partial and expanding; rows marked “not yet researched” are exactly that.
ReadingEgypt is on its second strategy edition, with governance named as a pillar in its own right and a published Charter for Responsible AI. Second editions are worth attention: they indicate a state that reviewed its first attempt.
ReadingFramed as an executive programme rather than a vision document, and sits beneath the National Digital Economy Programme. That structure puts implementation first — the inverse of the more common pattern.
ReadingThe strategy originated as a research blueprint from QCRI (HBKU) and was adopted at national level — an unusual and effective route from research institution to policy. Ethics guidelines followed later.
